In fact, the other eeveelutions could get their respective weather/terrain ability. They're already mascots so it's fine to give them useful and coveted abilities. Although, Umbreon doesn't have a corresponding weather or terrain so you could give it a Cloud Nine type weather/terrain canceling ability. Or maybe something cheesy like setting up Fog or Trick Room upon switch in.
