And of those, Lunala, Bellossom, Musharna, and Lunatone DO use it, so there are only 5 fully evolved Pokemon that can learn it but don't use it. Noctowl probably does, but I can't find any sets for it, Vileplume runs STAB + Strength Sap + support move, Jirachi runs exclusively physical sets, and Zamazenta has pathetic Special Attack for an Uber with decent Attack.
So yeah, most Pokemon that can use it for coverage do. As for Dazzling Gleam, several Pokemon use it, from Alakazam, to Cherrim, to Espeon, even though it's a weaker Moonblast.

InterestingNormal was the strongest type in the game in Gen 1 and 2 because it effectively had no weaknesses, like Fairy, since Fighting was a trash type. You had to kill Normal types with Neutral damage, raising their longevity by quite a bit.
