In Digimon only selected few (digidestined) can get a Digimon and mainly only form partnerships. Pokemon's philosophy can work well in any form of media while Digimon can't. Which is why the Digimon games often are at odds with the show. Team building gameplay is more interesting gameplay loop than partnership.
