i'm sorry you need every pokemon available as a grass encounter before the 4th gym, and can't appreciate some of these nuances that made these encounters special.

there is no such thing as "gen 1 pokemon" or "gen 2 pokemon". the new pokemon are an extension to the original 151. in this sense, houndour, murkrow, slugma and larvitar are actually kanto pokemon and scyther, exeggcute, slowpoke and dratini are johto pokemon. (yes they can be found in kanto, but only in the safari zone, meaning they were imported from johto, meanwhile they can all be found natively in johto, and even have places of importance (azalea town for slowpoke, dragon's den for dratini)). i'm sorry you can't appreciate this type of immersive and expansive worldbuilding and attempt at an organic habitat of living creatures.

johto is a smaller rural region coming off the side of kanto, a larger urban region. they are interconnected like this to make it seem like a more alive, real world. i'm sorry you can't appreciate this worldbuilding.
