I was using Pencil -- I had issues redownloading Flash, so someone recommended it to me. It wouldn't export as a gif though, and you couldn't resize the animation window, so I had to export the frames separately and resize and cobble them together in Gifa...
It's good for the actual animating though, just meant for .mov files and not .gif ones. Apparently you can add sound and stuff.
