How about switching it's attack and special attack around and giving it Tough Claws as an Hidden Ability?

I personally wouldn't go about changing it's typing, simply because anything that'd make sense considering the almost all types that make sense would give it annoying double-weaknesses that would hinder it more than benefit it. Ground/Fire would be double weak to Water. Fire/Rock would be double weak to Water AND Ground. The only thing I'd see working gameplay-wise in it's favor would be something like Fire/Fighting but fuck me we don't need another one of those. Fire/Electric feels like it'd be way too radical of a change, no starter ever has had an Electric typing. (Pikachu doesn't count, Pikachu as a starter was just anime pandering and a shit move alltogether.)
Anyway, I don't think that any non-shit sub-typing fits it well enough to be justified.
That said, if we wan't absolutely ham and changed the two other Gen 2 starters as well, we could justify radical sub-typings. Maybe if Feragatr became Water/Dragon, and Meganium was Grass/Steel, then maybe Typhlosion COULD be Fire/Electric or some weird, exotic shit like that. But going so much out of bounds opens so many doors that this quickly goes off the rails and we have a Pokémon that's the same olf Typhlosion in design only.
