The posing of the main art makes it look like it has something stuck in its neck but if you look at the model from any other angle it's pretty clear it's just an enlarged crest from normal Dialga. There's nothing that stops it from roaring
Palkia also just uses its front legs for spacial rend in game instead of its arms when in origin form. This theory that they're unable to use their signature moves is forced and has absolutely no actual basis anywhere
