No new fans are being made. Kids aren't the one's playing pokemon, rather the vast majority of players are in the 18-36 age group.
Pandering primarily to a constantly againg fanbase and romanticizing nostalgia will lead to eventual downfall. We are starting to see the cracks now as more fans complain about the noticeable lack in quality/content while gamefreak continues to peddle a mediocre product knowing fully that they can just coast on name value and nostalgia.
