Dragonite's evolution is from a snake looking thing to a bipedal up-right walking creature.
On the other hand, Dewott is an bipedal upstanding civilized creature that "evolves" into some generic unintelligent-looking quadruped
I know "evolution can work both ways" but in Pokemon, evolution tends to incorporate the "Bigger" "Stronger" AND "Smarter" standard.
I think the problem was that Samurott is that honestly it's a pretty mediocre design, and because of that, perhaps people just like the point out (read: bitch wildly) that's it's evolution is kind of an oddity.
