Shadow and purified Bellossom are okay in GL and UL, but you need really good moves in order to be a good grass or poison-type, let alone both, and Vileplume just can't deliver. If it had another form (e.g. mega) it might be usable, but it doesn't so no one uses it outside a meme include in gyms.
Really wish it was better, maybe they could give it powder moves as either a type-shifted Lock-On or type-shifted Feather Dance.
