They are EXPLICTLY ogling the muscles. For that matter, Bianca and Lana have been seen doing the same to a lesser degree.
These people are seen as eccentric in pokemon world, admittedly. But people don't respond with moral outrage or disgust. Just mild confusion, or i suppose in the case of the cafe owner, dollar sign eyes.
