It makes too much sense to not be true, just compare everything about his situation to Looker and Anabelle:
>he's a side character from the pre-mega timeline
>he arrived in a new region with nothing but the clothes on his back and not even any of his Pokemon
>he knows nothing except from his name and faint memories of his old life/what he used to do
Not to mention that there are no other people in L;A who seem to be displaced from their usual reality. Ingo wasn't part of Arceus' grand plan to stop Volo and he wasn't a casualty of Volo creating the space-time rift, either. He just got really unlucky and fell through a cracks in reality, now being stuck in an alternate universe ~200 years before he's meant to be born.
