Hunting a rare Pokemon is like hunting a rare animal in real life. You're not going to only see the animal you're looking for. You're going to see plenty of more common ones during your search. This should be common sense.
I don't understand how someone can expect to walk into an area and dictate what Pokemon will be encountered at any given time with any level of seriousness. If everything involved in playing the game is a waste of time, just play Showdown or something. You won't have to play the game at all, deal with RNG spawns, RNG hatches, RNG whatever else you can think of will be gone.
