When Pokémon fans say "design", they usually just mean "basis", as opposed to actual drawing and visuals. For example, Sudowoodo and Xurkitree are both based on trees (albeit neither being Grass-type), but they couldn't look more different.

We all know Team Plasma (except Ghetsis) were right, and by introducing Ghetsis to say "haha it was all a ruse!", it's like GF are saying "the leader of these guys is bad, so none of them have a point, you don't have to think!", as much I like Ghetsis for how aggressive he is.
