The legendary birds, even if they don't have lore are okay because they were basically RPG secrets hidden in remote places.
They are "legendary" in the sense that they're so rare people don't really believe they really exist not because they're gods or anything like that.
Besides they're useful in battle without being overpowered. Solid design.

Seems like nowadays they have sunk into a sad pattern of lore-overload, forced encounters with "faint or capture to continue" mechanics, and not even the semblence of a dungeon as a hurdle to obtaining your legendary. I can honestly say I feel bad for the children of today.
