I've always thought the horn was covered in numerous miniscule hairs. The hairs detect movement in the air around it, so Absol can predict weather, and especially big weather like tornadoes and hurricanes before they happen.
With this theory, the horn is so sensitive that an Absol could find its way around even with its eyes closed. It has a somewhat fuzzy map of the 3D space around it, because it feels the airflow bounce off material objects.
By the same token, they can detect movement, without having to see it. If you're trying to hide from one, you might be able to stand against a tree and blend in, but you'd have to cover your mouth so it can't feel your breath from a distance. But it would know you're there, if you're both in the middle of a field and you're just standing behind it.
The horn probably wouldn't be used for fighting if this were the case, as it wouldn't be a horn, so much as a radar system. But it clearly is, so it's not that great an idea.
It would make sense why they live up in the quiet mountains though. They can't like, be in a city, because all the hustle and bustle would overwhelm and disorient them.
