Try to ignore the fact that it's head is litterally a stealth fighter, with rockets coming out of it, and that its tail is growning out of its crotch.
View it with a pure mind, note its striking sillouette, note how beautiful the color of the lower half of its body is, how it transitioned from a darker upper half to mystical ghost.
It is aesthetically quite pleasing.
I will compare to my other favorite dragon; Dragonite, who i feel is also flawed/goofy, but still comes out great.
The horn and antenae on the top of his head just scream the designer thinking 'i don't know what to put up here'. The size of its body relative to its wings is also rediculous.
But if you can look past those issues, its a great looking mon (ignore the fact i chose the BW sprite to try and make a point)
