I've felt this frustration for years, arguably even before the pandemic, but Niantic seems to not really care anymore. They've become obsessed with making people take their Go Battle League as a serious form of competition, not just because it will attract new audiences both to the game and Pokémon tournaments, but because it's the most realistic medium of play that allows people to enjoy the game by themselves, whether that be because of a pandemic or because they live in the middle of nowhere.
They've convinced themselves that it's fine that these moves such in PvE, (and sometimes PvP as well), because it's all to make GBL more "nuanced" and appealing to that demographic of players, and making moves only good in one format encourages more raids for tms plus makes balancing less confusing, since they can just keep most moves in two separate categories so that they have to only thing about one of the qualities instead of two.
I was really excited for Porygon CD, but Tri-Attack was so underwhelming as a PvE move, especially compared to Hyper Beam. You could argue it makes sense in a vacuum since Hyper Beam is slower and takes more energy, but not only is it a move unique to the Porygon line, Hyper Beam is also an extremely bad move, even compared to similar moves like Overheat. One would think that Niantic would make normal-type moves deal more damage in PvE to make up for the negatives they possess, but Niantic has apparently stated they don't want normal-types to be viable in raids, since it would "set a generalist precedent," even though they would still be outclassed based on things like weather and 4x SE types.
