I genuinely feel like you had to have started playing pokemon by the end of gen 3 or beginning of 4 to get this stuff wrong.I used to think the same way, but then I realized that both the Johto games and the anime barely gave Johto pokemon attention because they were overreliant on Kanto.
Hell, just look at the wiki. Pokemon like Skarmory were barely even mention in the Johto seasons.
