ALL pokémon can control their elemental powers, though wild may not want to keep a lid on them 100% of the time, trained ones absolutely do (Lara Laramie's Ponyta not burning her at the start of her ep, while it burned Ash with gleeful abandon). Sorry how they present their world is at odds with your viewpoint, but that doesn't mean you're right. Just means you're ignoring the canon to whine your delusions should be the accepted norm.
