He usually attacks either girls the same age he is or mature women, the age range being 16-35 yrs old roughly. Except for Frontier Brain Lucy(who actually did get wet for Brock) none of them really react in any notable way(there was that maid in Sinnoh but that time Brock didn't seem to care about her THAT way).

In Fanfiction stories, Brock harassing Serena is usually used as a plot device for Ash to get jealous and realize his feelings for Serena. But most likely Brock wouldn't attack her.
Performers are out of Brock's age range.
Sylveon Girl from XY is also under attack.
Tbh, the only girl that really suits Brock is BW Bianca due to her eccentric personality and lack of ... tsundereness. I mean I think she'd actually be impressed by Brock's advances and she's the only girl I can see Brock actually becoming a serious couple with given his behaviour and putting all the gag quirks aside, I definitely see them getting along.
