No clue about LGPE but Giovanni's entire team goes down to Surf, and I suppose any other Water-type move of around similar power, which, given the abundance of Water-types in Kanto are easy to access.
The idea is that given their better moves and the newer mechanics like the Physical/Special split, the new Gym Leaders are intrinsically more difficult than their predecessors, and to offset this, they have fewer Pokemon. Whether that works out or not is up for debate, but let's not act like something is being lost here. The only decent set of Gym Leaders have been the Gen 4 Gym Leaders. And that's as a set. I'd argue the only hard final Gym Leader is maybe Juan.
