Yoshihiko Umakoshi is famous for it, he did miracles for Ojamajo Doremi and Heartcatch Precure - both long-running TV shows that looked amazing thanks to his animation and design.
The problem is - you need a talented cartoonist like Umakoshi to pull this off. Otherwise, SM will happen.
