You can choose getting a Pokemon with a crazily high BST and a much stronger stat spread while all of your other options at the time pale in comparison, but with a cost. Not like it matters much, as Archeops still sweeps the game. It's designed specifically to be a double-edged sword in single-player, or something to work around in multiplayer if you don't have any stronger options.
If Archeops was given a non-debilitating Ability, it would have 495 BST, probably with -36 in each of its attacking stats (140 -> 104 [weaker than Carracosta] and 112 -> 76).
