I think we can all agree that Lorelais and Skylas are the biggest, while other characters such as Cynthia, Whitney and Claire often are pictured with a heavy bust, because that's the image of them we've builded up through years of knowing these characters. I think Drasna will fall into this category once XY get "old"
and then there's May. I know the reason why she's often depicted as busty and of course she's not as flat as, let's say, Dawn and Shauna, but most of the time her breast size is just heavily exaggerated.
