Ledges aren't like cliffs, they're not a raised level, they're like ramps. plus, I don't think we should confine ourselves too much to what gen 4 did and didn't do. look at how different hgss looks to dppt. hgss had grass ramps, did dppt? no, but it's still gen 4 style because it looks within gen 4 style.
