Even the most unintelligent Pokemon (Slowpoke) has the general intelligence and sapience of that of an Orangutan in our world.
As a whole; Pokemon are slightly less intelligent than Humans, however do have their own identities that are relatively limited.
Example; being a herd of Dolphins in our world to a herd of Poochyena in the Pokemon world; both are aware of themselves, their surroundings, and both live by their natures; likewise they have their own internal culture and can understand interaction with Humans. Now; are ALL Pokemon limited to that? No; however most are, especially when you consider the large amount of species that are mostly herd, swarm, or largely inclusive social.
Their dumbest, is one of our smartest, and their general intelligence is higher than our world can state; that being said, Pokemon are still less intelligent as a whole compared to Humans. Then, there are Pokemon who are on the same level of Human Intelligence, and Pokemon that exceed Human Intelligence. These two latters however are an outlier.
A Single Metagross does not speak for the entirety of Pokemon intelligence when it is outnumber 5000% by Sunkerns, and 100000% by Wishiwashi.
I'm not saying that Pokemon are dumb animals, far from that, its just...as a general whole, the average of lesser intelligents (Lower than Humans) far outweighs/outnumbers those who have Human/Beyond Human Intelligence.

So; always pet your Slowpoke and know that "This is a simple creature, but it has its own mind." but also keep wary of your Pokemon who are as smart as you are, or even more so like your Delphox.
Be especially more so wary of wild Intelligents, because sometimes their wants/desires will collide with yours. After all, how do you think Phanthumps and Yamasks are made?
