It seems like the index numbers can more or less tell us the order in which the pokemon were introduced into the game. Some evolution lines are done together or close to eachother, some dont, at all. Imagine a programmer in charge of programming evolution, not being part of the art/creative design team he sees a caterpillar, cocoon and butterfly right next to eachother when they were placed into the game, you will most definitely assume they are connected as a complete evolutionary line.
