Evolution is mostly supposed to be natural maturation, independent of environmental changes. Darwinian evolution is much less obvious than that, let alone regional variants (mostly recolors). As for Kabuto, it hasn't changed due to extinction.
Most Paradox Pokemon didn't go in this direction, either. The only exceptions are Slither Wing and the Paradox beast trio. But they're from another timeline...
