Anon, on paper this is stupid, in practice it will be more so, we live in an era where people do not fear god, thus making righteous acts be a sign of weakness rather than strength. You also cannot be tyrannical to a state which can have a dictatorship that allows the civilian to be armed and then the next not to, it will backfire in your face.
