It's also positioned fairly far away from the major cities, and Kanto doesn't have great all that great transport. It'd be pretty much up to Surge to deal with it.
But most importantly, the thing is positioned right on top of man-made docks and piers. No doubt someone could handle it after a while, but attempting such a maneuver probably would've been deemed way riskier than letting it finish it's nap. A fight there could potentially destroy the entire route.
