>>49393157There's a reason for that, they beta anything they feel doesn't work as a pokémon design, revisiting it over time until it actually gets used (Leafeon/Shellos) or it gets shelved entirely as a concept (all the Gen I/II betamons that Tajiri felt didn't work and no-one since was able to make work).
The equivalent of keeping WIP/test art hidden and only posting finished works. That they've had a ruleset for pokémon creation in general and Starters/Legendaires (probably a few other groups too at this stage) in particular since going into Gen I's development and they've stuck to it rigidly (unless actually mandated to free the artists creatively, like with the UB's) helps ensure some cohesiveness in the designs, even if the style's changed dratically from Gen I (for all the sperging and bluster, EVERYTHING not only looks like a pokémon, they all share that intangible essence of vitality, that gives the illusion of a living creature, as opposed to other series showing fantasy beasts in super HD, hammering home the fantastical unnaturalness of them.
