This is different from Sword and Shield where overworld battles are not separate instances but happen inside the enviroment, if the character is standing on water during the battle then they are standing on water in the overworld as that is where the battle is happening, that water isn't a terrain indicator but the actual terrain the trainer and their pokemon are currently standing on. To add insult to injury this is being rendered almost two decades after OPs pic so even if they really were both standing on water there has been almost 20 years to fix it yet GF hasn't or won't
