Most problems almost always start in the home. Black mothers often carry the child but can rely on grandmothers to watch after them if they have to undertake jobs about 30-40 miles from home at most and because of the quality of education in the grandmother's time, it can be children raised by undereducated much less poorly socialized parents or guardians. Then you have the lack of fathers or fathers that are present but lacking structure to act as one.
I'm just saying, the quality of the home can make or break people and just because some people rise above it doesn't mean it's easy for anybody, it just means those who did knew what choices to make. Some people don't know if they have choices or at least not better ones.
It's really easy to oversimplify the problem to justify a distaste for it.
