And yes, back in the day (so a few years ago) when I had a better sleep schedule and was more focused on being able to, I was able to lucid dream reasonably reliably (say, twice a week, or somewhere thereabouts.)
I haven't done it recently, but I still remember everything I used to do, and I remember most of the dreams I had pretty well.
Even had a series of dreams where I would pick up from where I left off one night and continue the next, that was a wonderful week-long adventure that I still think about.

But you're quite right, it's less something that you get taught, like math, and more something you learn yourself through repetition, and even then it won't be perfect.
Some people are more adept at others off the bat, but you're definitely not too late at 21, or any age, really. I got a handle on doing it in a year or two if I'm remembering correctly.
It's more a matter of learning the processes of how to induce lucid dreams, and how to stay in them/catch that you're in a dream, and then lots of practice.
Ground-rule is being able to remember as many dreams as possible though, it's quite important to facilitating lucid dreaming in the first place.
