Maxie and Archie have no sympathetic qualities and really do just wanna destroy Hoenn, and that seems to go for most of their teams as well. Even after Groudon & Kyogre are quelled the leaders jump the protagonists in a last ditch effort to kill them off and continue fucking up Hoenn. It's a really weird change considering the prior and following arcs go out of their way to humanize their main villains.
