>>27074059If it's only using up 4% CPU when a ROM is loaded maybe you have some malware on your system (eg a bitcoin miner) or your battery power isn't set to high performance/you're not plugged in (I know some asus laptops at least will deliberately limit FPS if they're not plugged in).
Also check your minimum and maximum processor state. If you see items such as 'Intel Thermal Framework' these are software designed to limit your CPU to reduce heat. But even then, 4720HQ clocks much higher than my puny CPU. Although I suspect that Citra might have some problems using multiple cores (but even then it should be higher than 5 FPS. Even on the biggest maps I get at least more than 4x that speed.)
