It was just a weird fuckin' gastly that had an obsession with keeping the memory of the ghost girl alive. This thing also summoned a giant mongoose ( not a pokemon, a mongoose ) to try to eat arbok and summoned a blastoise and venusaur and fused them into a new pokemon called venustoise.
