Inteleon will be the best starter, and it's not really close. Pure water is a great type, only being weak to the uncommon attacking types of electric and grass, while being super effective against ground, rock, and fire and only resisted by dragon, water, and ice. Inteleon's signature move is nice but not a replacement for scald outside of niche use unless the meta develops unexpectedly. It has spammable attacks in scald, ice beam, and hydro pump and has the stats to back those attacks up. This pokemon will probably always either be scarfed or life orb. This pokemon hits harder than Ash-Gren before it activates battle bond. It is a faster Keldeo. This is a good pokemon.
Rillaboom

Rillaboom has good stats and a really, really nice signature move. When you send Rillaboom out against a water, ground, or rock type, either that type dies or the switch in gets -1 to it's speed and gets hurt, which is going to be incredibly frustrating for opponents. With base 85 speed and a timid nature, Rillaboom will guaranteed outspeed any non choice scarf pokemon with a base SPE of 151 or less at -1. If Rillaboom gets access to earthquake then this mon will be a huge threat. With good attacking moves like it’s signature move and wood hammer and the need for coverage moves, items like Assault Vest and Choice Band will likely be prevalent. Rillaboom has many weaknesses due to it’s typing that are offset by it’s decent bulk. This mon may even be a good user of Bulk Up if it has that move. Breloom is a solid comparison mon.
