It's my preferred justification for why the rest of the planet's legendaries don't immediately dogpile Groudon and Kyogre whenever they go berserk: the planet isn't in danger, only a handful of tiny nearby regions are. Also leaves enough room for infinite regions to pop out of nowhere.
