If you can't actually control the outcome without cross-referencing third-party materials to figure out what the hell anything means, then I'd consider it to be "effectively random." Note that I'd say the same thing about Tyrogue evolving into Hitmontop since you have to understand IVs, EVs, and natures to get that to happen and the game intentionally obfuscates these things.
But yes, I was talking about the RPGs. I assume that having no idea what you'll get is part of the fun of the digital pets.
