Went with Hit and Run 2 also the formula for Power Flux is
M = 1 + [F(C+G)/100]
Where
M = Multiplier
F = Flux Level (as in Flux 1, 2, 3)
C = move cost
G = gauge bars at the time of selecting the move.
At best if Brendan with power flux 1 were to do 1000 damage with Leaf Storm he'd do between 1060-1090 instead, which is sweet fuck all. I'd rather take a 30% chance to increase speed just by spamming Bullet Seeds.

Waiting is only going to make you hoard resources while they're still useful, only for supposed scenario of them maybe being useless in the future.
