The scenario I imagine is Creatures was practically done with the game, but decided last minute to port it to switch since the 3ds was being discontinued. The movie then ended up underperforming while covid proceeded to completely fuck TPC. Teams got shuffled around as they struggled with remote work, with the game forgotten about. Years pass and they decide to quietly release it as cheap 3ds port in hopes of making a meager return despite its irrelevancy.
