The theme of Rocket Team appears as a leitmotiv in the Viridian Forest theme, maybe it wasn't the original song for that place? All of this is purely speculation, of course. I'm not going to go and make a ROM hack about it. Maybe Blaine and Silph Chief were meant to be one all along.
