I think there would be Pokemon/human sexual relations, but with obvious limitations.
First physical, meaning most Ghost types would be off the list.
Legendaries would also probably be off the list, due to them being rare. Than there's anatomical limitations. Pokémon which are made of inorganic material such as Klink, Magnemite, Garbodor and Metang to name a few, I would imagine would be difficult to derive some sort of sexual pleasure from since there literally just hunks of metal and or literal garbage.
There's also "mental" limitations. Basically is the mostly Pokémon instinct driven, or is it more "conscious"? Pokémon like Rhydon, Rhyhorn, Garchomp, Druddigon, Tyranitar, Nidoking/queen, Kommo-o line, most bug type Pokemon, and Tentacruel are Pokémon I would consider to be more "instinct" driven rather than having a definite conscience to them.
Then there's social limitations. Like which Pokémon would it be socially acceptable to have sexual relations with? Than that limits your choices of Pokémon to have sex with at the expense of social relations.
And there is where I think you would your definitive answer. Yes, but it would only be with Pokémon who society considers traits that are "human."
I hate to sound like a shill NEET, but yes, that would include most if not all waifus like Gardevoir, Braixen, Roserade, Tsareena, Medicham, Primarina, etc. It would also include Pokémon like the Hitmons, Jynx, Electabuzz line, Machamp line, Lucario, Infernape, Bisharp, etc.
