Aging is not optional for any living creature, a Pokemon will always age and eventually die of natural causes, but a Pokemon's evolution is optional. A Pokemon decides if they want to evolve into their next form, if they don't want to do so, they just won't. Does that make them less mature or not an 'adult' just because they choose to do that? I wonder if Pokemon have a concept of "Adulthood" maybe its based around combat experience/level instead of age? Maybe its a bit of both?
