If it's some worthless shitmon that no one is going to bother breeding/using, it's understandable it has a smaller number of people who like it or talk about it. Most of the pokemon I like are based on design, but the ones I actually talk about/mention are ones I use.
Like Altaria, I've always liked its design, but I've never talked about it because what's there to talk about? "Yeah Altaria, I like it's design, I wish it wasn't so shit" end of discussion. But now there's actually something to talk about.
