so if my memory serves me correct, the anime has an episode where this guy was mind-controlling characters. So, pretty simple, it just hides out somewhere and hypnotizes people to do its bidding. Cause chaos, kill masses of people, and especially hypnotize people who have access to transportation so once enough carnage has occurred within one continent, it can easily just sneak off to another. Just keep doing this until there's no-one left, if anyone find it then it can just hypnotize it to commit seppuku.
