It's the soul of a pirate who died at sea, or any ship captain who "went down with his ship". That's why it has a beard of seaweed, and one eye is missing to evoke an eye patch, it's a deceased pirate....good idea, maybe could have been executed a tad better.
Also the reason they forced Grass on it is because it extends and shrinks its anchor chain like Vine Whip when attacking with the anchor.
