Silver's entire personality is being a street thug who doesn't love his dogs, but learns to love them after losing over and over. The fact that you said rivals again tells me you mean gen 4 and not gen 4, where they give him more dialogue and add Lyra/Ethan, who are also void of character. Few Pokemon games have deep rivals, don't get me wrong, but GSC is not even close to the top.

In gen 2 it's literally the same team as the previous iteration with the same overall goal, to steal Pokemon. Only now their boss is gone and they need him back for direction. "We're thieves" is hardly more interesting. It's perfect, simple, and the best evil team, but propping them up as a brilliant idea is nonsense.
